Roslyn Docktor serves as Executive Director of the Health Innovation Alliance, where she leads HIA’s engagement with Congress and the Administration to advance consistent, innovation-enabling policies that protect patients and provide regulatory certainty for developers of next-generation health technologies.

Previously, Roslyn led government and regulatory affairs portfolios at IBM, shaping technology policies adopted across multiple administrations. She advanced responsible AI language integrated into U.S. Executive Orders, secured major legislative wins, including provisions in the CHIPS & Science Act and the 21st Century Cures Act, and influenced state and federal regulatory frameworks across AI, health IT, privacy, and cybersecurity.

With experience spanning government and enterprise, Roslyn has created high-impact public-private partnerships, including the COVID-19 HPC Consortium and the IBM–VA Cancer Moonshot collaboration. Earlier, she led international technology policy collaborations for the White House. She has served on the Partnership on AI Board of Directors, was a founding member of IBM’s AI Ethics Board, and co-chaired the World Economic Forum Global Futures Council on Agile Governance.

Roslyn is a New York University graduate and former Peace Corps volunteer.
